New regulation for Kvadrat shopping center
From shopping mall to attractive city center
New zoning regulations for Kvadrat shopping mall and Lura area in Sandnes will bring life to the urban space and increase the site's attractiveness. The plan includes protection against noise and will provide a pedestrian-friendly atmosphere. New streets, squares and meeting places will provide the basis for increased city life both day and night.
Since its opening in 1984, Kvadrat shopping center has been one of the largest shopping centers in Norway. In the nearly 40 years that have passed since opening, both shopping habits and transport patterns have been changing. Storebrand eiendom AS and Sandnes municipality have now collaborated on a zoning regulation for Lura and Kvadrat, which sets a new course in line with developments in society.
The planning proposal is based on general measures which, taken together, will be able to completely change Kvadrat and the surrounding area. In order to create activity after closing time and to provide a safe environment, the large car parks around the center will be developed to residential area. The possibilities for driving through along Stokkaveien and south of the center will be closed. All ground parking will be placed in car parks and basements.
The buildings facing the surrounding roads will shield against noise and provide a cozy and pedestrian-friendly atmosphere. Between the remodeled shopping center and the new residential areas, a network of squares, street gardens and playgrounds will be created where pedestrians are prioritized. The residential areas will have elements of businesses and various forms of service provision, which will create life in the urban spaces.
The scope of trade will not change, but the shopping center itself will be transformed so that a better visual connection is created between the centre's area on ground level and the city floor outside. Emphasis has been placed on creating a good connection from the bus stop to the new main entrance across a new square.
Green structure and pedestrian connections are central to the project. Several large playgrounds and an activity area will be established in the area. The plan allows for a larger health center and a conference hotel as part of a long-term development. The hotel and health center will support the business community at Forus and supplement the existing plans for that area.
A densification and urbanization of the areas around the Kvadrat shopping center will fit well with the vision for Forus. Variation in offers and activities will attract a varied group of residents and visitors at different times of the day, and provide the basis for increased city life both day and night.
Sandnes municipality has put the proposal out for consultation with a deadline of 13 March 2024.
